EU urban mobility indicators: what the new reporting rules mean for transport operators

The European Commission adopted new rules on harmonised urban mobility indicators. What the regulation covers, the 2027 deadline, and what it means for transport operators.

On 9 July 2026, the European Commission adopted an Implementing Regulation setting out a common set of urban mobility indicators to be applied across the EU. Adopted under the revised TEN-T Regulation (EU) 2024/1679, the text requires Member States to collect and report data covering three dimensions of urban mobility: sustainability, safety and accessibility.

This is not a new policy direction. The 2024 TEN-T revision already designated 431 urban nodes across the EU and required each one to adopt a Sustainable Urban Mobility Plan (SUMP) by 2027, with monitoring indicators built in. What changed on 9 July is that the Commission has now fixed the technical and procedural rules for how that data gets collected and submitted, while leaving Member States flexibility to adapt to their national, regional and local circumstances.

What the regulation actually requires

The Implementing Regulation will enter into force twenty days after publication in the Official Journal. From there, the timeline is fixed: Member States must submit their first set of urban mobility data by the end of 2027, with updates every four years after that.

For an urban node, that means producing recurring, structured data across the same three pillars used in the SUMP framework:

  • Sustainability: modal share, emissions, uptake of zero and low-emission transport.
  • Safety: incidents and risk indicators across modes.
  • Accessibility: how easily people, including those with reduced mobility, can actually use the network.

None of this is collected once and filed away. It is a four-year reporting cycle that public authorities and their transport operators now have to sustain.

Why this is a data problem before it is a policy problem

Read literally, this is a regulatory text. In practice, for an authority or operator running the network day to day, it is a data collection question. The three indicator families map closely to what a real-time AVM system already produces as a byproduct of normal operations: vehicle positioning and punctuality data speak to safety and service reliability, real-time passenger information and accessibility features on stops and vehicles speak to the accessibility pillar, fleet composition and energy consumption data speak to sustainability.

The operators who will struggle with this deadline are not the ones without a sustainability strategy. They are the ones whose operational data lives in disconnected systems, one tool for vehicle tracking, another for incident logs, a spreadsheet for accessibility audits, with no shared source of truth to assemble into a single submission every four years.
