Europe's Biggest Public Transport Networks by the Numbers: Ridership, Budget, Fleet Size

Europe's largest networks ranked on 2024 ridership, with the metric, perimeter and year stated on every line. And the five traps that break almost every published comparison.

There is no official ranking of Europe's public transport networks, and for a good reason: almost nothing in the published data is directly comparable. Authorities count journeys, operators count boardings, some count validations. Perimeters range from a single city to an entire region. Fiscal years differ. This ranking is built on 2024 annual ridership, the most recent year documented across markets, with the metric, the perimeter and the reference year stated on every line. The caveats are not a disclaimer. They are the point.

The ranking: Europe's largest networks by annual ridership, 2024

Just outside: Milan ATM 675.0 M, Zurich ZVV 670 M, Lisbon AML 670.1 M, Munich MVG 615 M, Brussels STIB 402 M, Oslo Ruter 395 M, Helsinki HSL 361 M (381 M in 2025), Amsterdam GVB 283.5 M.

Ranks 5 through 7 are within the margin of definitional noise. Do not read them as a strict order.

1. Paris / Île-de-France: 4.4 billion journeys, still below 2019

Île-de-France recorded 4,417 million journeys in 2024, up 6.3% on 4,154 million in 2023, according to INSEE. The regional breakdown: RATP network 3,082 M (métro 1,476 M, RER 507 M, Paris buses 215 M, suburban buses 564 M, trams 321 M), SNCF network 891 M, other operators 44 M.

Two things stand out. First, 2024 was an exceptional year: the Olympic and Paralympic Games, plus extensions of the T3b, RER E, lines 11 and 14, and the automation of line 4. Second, despite all of that, ridership remains about 5% below 2019 (4,665 M). Europe's densest network has not finished its recovery.

Île-de-France Mobilités is an authority, not an operator: it contracts out everything. Its 2025 budget allocates €11.8 bn to network operations plus roughly €4 bn of investment. That figure is not comparable to an operator's opex, and it is the single most misused number in European transport benchmarking.

Watch the source. RATP's own 2024 release reports 3,108 M journeys on its Île-de-France network, against INSEE's 3,082 M. News Tank reports 4,429 M region-wide against INSEE's 4,417 M. These are perimeter differences, not errors, but they show that even a single city produces several defensible totals.

2. London: the most transparent network in Europe

TfL recorded 3,588 million passenger journeys in 2024/25, flat year on year and at 94% of 2019/20. By mode: buses 1,842 M (−1.5%), Underground 1,216 M (+3.0%), Elizabeth line 231 M (+10.1%), Overground 182 M (+0.8%), DLR 98 M (−1.2%), trams 18 M (−8.1%). Counting all services including river, cycle hire and Dial-a-Ride, the Annual Report reaches 3,599 M.

Financially, London is the outlier in every direction: £9,279 m of total income, £5,275 m of passenger income, £7,913 m of operating expenditure, a £166 m net operating surplus and £1,891 m of capital expenditure. EMTA puts London's operating cost per capita above €1,000, the highest among its 35 member authorities.

Fleet and network: around 8,700 buses in operation, 985 trains, 761 km of rail and Underground routes, and more than 2,600 zero-emission buses across 100+ routes.

Note the fiscal year. TfL and TfGM report April to March; everyone else in this table reports calendar years. Any table that mixes them without saying so is comparing thirteen-month-apart snapshots.

3. Madrid: the best-documented system on the continent

The CRTM recorded 1,722.6 million trips in 2024, up 7.2%, with 6.1 million on an average weekday. The split: Metro de Madrid 715.2 M (41.5%, an all-time record, +8%), EMT buses 476.1 M (27.6%), interurban bus concessions 307.2 M (17.8%), Renfe Cercanías 196.9 M (11.4%), Metro Ligero 18.8 M, other rail 8.4 M.

Madrid also publishes what almost nobody else does: the unit economics of a trip. Average cost per trip €1.65, of which the passenger pays €0.32 and public subsidy covers €1.33. Total 2024 revenue €2,835.6 m against €2,679.6 m of expenditure, with fare revenue at €526.1 m, just 19% of the total, and public administration contributions at €2,351.8 m.

That 19% is itself a story: EMTA records Madrid's fare coverage falling from 41% pre-pandemic to 20%, the consequence of a deliberate fare subsidy policy. Madrid bought its ridership record, and it published the invoice.

Fleet: around 8,600 vehicles (2,083 metro cars, 2,132 EMT buses, 2,108 interurban buses, 276 Cercanías trains, 241 light metro cars). Network: over 11,000 km in total, including 269.5 km of metro across 12 lines and a Ramal.

4. Barcelona: past 2019, and still climbing

The integrated Barcelona area recorded 1,165 million trips in 2024, up 7% on 1,087 million in 2023 and 10% above 2019. Barcelona is one of a small group, with Copenhagen, Frankfurt, Lisbon, Lyon and Madrid, that EMTA confirms has exceeded its pre-pandemic baseline.

TMB alone recorded 684 million validations, an all-time record, split roughly between 469 M on the metro and 215 M on buses. Note the metric: TMB publishes validations, which are neither linked journeys nor a complete boarding count, since untapped transfers exist. TMB's own network data remains published as at 31 December 2023: metro 125.4 km across 11 lines and 165 stations, bus 103 lines over 822.9 km with 1,140 buses, 8,924 employees.

5-7. Prague, Berlin and Hamburg: the billion-passenger cluster

Prague is the highest-performing network in Europe relative to its size. The integrated PID system carried 1,104,935,520 passengers in 2024, with a modal split of 36% metro, 33% tram, 26% city bus, 5% regional bus. The operator DPP alone reached 998.1 million in 2025 (+2.2%), with fare revenue of CZK 5.41 bn, a city operating compensation of CZK 4.43 bn, CZK 11.68 bn of investment and 186 million vehicle-km. Fleet at the end of 2025: 730 metro cars, 806 trams, 1,238 buses, 37 trolleybuses, 11,463 employees.

Berlin: BVG carried around 1.12 billion passenger journeys in 2024, more than 50 million above 2023 and back at the 2019 record level. Network: U-Bahn 9 lines over 155.4 km, tram 22 lines over 320 km, bus 153 lines over 908 km. Fleet: 1,250 U-Bahn cars, 381 trams, 1,631 buses of which 227 electric. 16,087 employees, serving 892 km² and 3.88 million inhabitants.

Here the perimeter trap is at its sharpest: BVG is the city operator. The VBB authority perimeter covers 30,545 km² and 6.1 million inhabitants, Berlin plus Brandenburg, including regional rail. BVG is not VBB, and the two numbers should never appear in the same column.

Hamburg: the hvv association passed approximately 1,100 million passengers in 2024, its first year above the pre-Covid record, driven by the Deutschlandticket with 1.231 million subscriptions at year end, up 35%.

8-10. Warsaw, Vienna, Rome

Warsaw carried 956 million passengers in 2024: bus 447.1 M (−2%), tram 252.4 M (+2%), metro 197.3 M (−2%), SKM 18.1 M (+19%), integrated tickets 41.5 M (+7%). Ticket revenue reached PLN 886.4 m against PLN 3.81 bn of operating costs, a coverage ratio of 28.66%. Production: over 117 M bus vehicle-km, 52 M tram, 50 M metro. 115.1 million tickets sold, 46.3 million of them through mobile apps.

Vienna carried 872.7 million passengers in 2024 (U-Bahn 404.8 M, tram 291.8 M, bus 176.2 M), and 903 million in 2025, around 2.47 million a day. The structural number is the season ticket base: 1.292 million annual and semester passes for a city of under two million. Network: U-Bahn 5 lines over 83 km, tram 28 lines over 227.4 km, bus 135 lines over 892.5 km, 5,724 stops in total.

Rome: ATAC carried 790 million passengers in 2024, still roughly 12% below pre-pandemic, on 1,965 buses, 75 trams and 80 metro and rail trainsets, producing 91.2 million surface vehicle-km and 43.5 million metro vehicle-km, with 10,200 employees. ATAC closed 2024 with a €0.95 m net profit, €13.5 m EBIT and around €300 m of investment.

One caveat specific to Rome: ATAC is not the whole city. Roma TPL runs peripheral bus routes and Cotral runs regional services. No consolidated Rome-wide ridership figure is published. The 790 M is an operator figure sitting in a table of authority figures.

Farebox coverage: the number that actually separates these networks

Ridership ranks cities by size. Cost coverage ranks them by policy. And the spread across Europe in 2024 is extraordinary:

These are not like-for-like, and that is the finding. Amsterdam's 95.1% is a cost recovery ratio that includes concession revenue; Madrid's 19% reflects a political decision to subsidise fares; Helsinki's operating costs are inflated because they include infrastructure payments to municipalities, something EMTA flags explicitly as making HSL non-comparable on cost per capita. Before quoting any farebox ratio, read its denominator.

The recovery is not finished, and in places it has reversed

Above 2019: Barcelona (+10%), Madrid, Hamburg, Vienna, Lisbon, Copenhagen, Berlin (back at level).

Below 2019: London at 94%, Paris at around 95%, Rome at −12%, Munich with bus at −5% and tram at −4%, Stockholm at 83% of 2019 in 2025 and still falling (−1.2% year on year). Nationally, Sweden declined 1.3% in 2025.

A 2024 snapshot on its own suggests a continent that has recovered. The direction of travel says otherwise in several markets.

Five traps to avoid when comparing European networks

Journeys, boardings and validations are different things. Munich is the cleanest illustration: MVG's headline is 615 million passengers in 2024, but its published modal figures (U-Bahn 452 M, bus 210 M, tram 120 M) sum to 782 M. The headline counts linked journeys; the modal figures count boardings including transfers. Adding them up produces a number that is 27% too high. Stockholm alternates between påstigande (boardings) and resor (journeys) across releases, which makes an apparent 12% collapse into a metric change.

Operator is not authority. Madrid CRTM 1,722.6 M against Metro de Madrid 715.2 M. Barcelona ATM 1,165 M against TMB 684 M. Prague PID 1,105 M against DPP around 977 M. Paris IdFM 4,417 M against RATP 3,082 M. Copenhagen is three separate reporting entities, Movia (171.8 M passengers, DKK 4,795 m of expenses, 1,136 buses), Metroselskabet (126 M passengers, 4 lines, 44 stations, 43 km) and DSB S-tog, with no consolidated total published at all.

Currency and budget scope destroy comparability. These figures arrive in GBP, EUR, SEK, NOK, DKK, PLN, CZK, CHF and HUF, several of which moved materially across 2024-25. More importantly, "budget" means different things: TfL's £9,279 m is group income including road-user charging; CRTM's €2,835.6 m is an authority's consolidated budget; Ruter's NOK 12.9 bn is gross revenue including owner service purchases; STIB's €950.4 m is operator opex alone. Movia publishes DKK 4,795 m of expenses, DKK 2,143 m of revenue and a DKK 3,354 m subsidy requirement. Picking one of those three at random breaks any ranking.

Fleet counts are not standardised. Vienna and Berlin count cars, motor and trailer separately. Milan and Madrid count cars. Munich and Prague count trainsets and vehicles. TfL's "985 trains" uses yet another basis, and its own Annual Report narrative says roughly 9,100 buses where the quarterly report says 8,700. Never compare a car count with a trainset count.

Per-capita normalisation is the most dangerous derived metric here. EMTA records Budapest as having the highest boardings per capita in its network, around 820, on a perimeter limited to the city proper while commuter and tourist flows sit in the numerator. Compare STIB's 241.5 km² and 1.2 million people with MVV's 5,530 km² and 3 million, and the same ratio measures two different things.

The one cross-comparable source

If you need a genuinely comparable dataset rather than a league table, the EMTA Barometer is the anchor. Its 2025 edition, published in October 2025 with 2024 as the reference year, covers 35 authorities in 21 countries and 105 million inhabitants: around 25 billion boardings a year, buses at 70% of vehicle-km, 14% of the bus fleet electric (up from 11% in 2023), an average operating cost of €461 per capita and average fare coverage of 44%, with monthly pass prices ranging from €16 to €535.

That €16 to €535 spread across a single continent, for broadly the same product, tells you more about European public transport than any ranking of the ten biggest networks.

What operators should take from this

If you are benchmarking your network against European peers for a tender, a funding case or a board paper, the practical lesson is not who ranks where. It is that almost every published comparison you will be handed is broken, and that normalising it is your job: same metric, same perimeter, same year, same currency date.

There is a more operational consequence, though. The networks that appear reliably in this kind of analysis are the ones that can produce a dated, consistent, mode-level figure for ridership, vehicle-km and punctuality on demand. Several large European networks cannot: Rotterdam publishes passenger-kilometres but no annual journey count; Stockholm discontinued its statistical series after 2022; Budapest's own fact sheets disagree with each other across language versions, quoting 1.2 billion passengers in one and 1.5 billion in the other.

That gap is not a reporting formality. An operator that cannot produce a trustworthy ridership and production figure cannot defend its compensation, cannot demonstrate the effect of a network restructuring, and cannot evidence an investment programme. Automated collection of validations, kilometres actually operated and on-time performance at vehicle level is what separates the networks that can be compared from the ones that have to be estimated.
